Authorizes county boards of supervisors to donate surplus computer equipment directly to individuals receiving CalFresh, CalWORKs, County Relief, General Relief, General Assistance, or Medi-Cal benefits.

Requires county welfare departments to maintain an eligibility list of beneficiaries requesting surplus computer equipment and establish a fair selection process using random lottery.

Prohibits donation of surplus computer equipment to individuals in sanction status or otherwise noncompliant with their benefits program rules and regulations.

Requires recipients to sign agreements prohibiting the sale of any donated equipment.

Allows county boards of supervisors to develop terms, conditions, and findings regarding the public purpose served by these donations.
