Requires owners/operators of nontank vessels weighing 300-400 gross tons (not used commercially) to submit evidence of financial responsibility, fee payment, vessel particulars, graywater and sewage information to the administrator at least 96 hours before arriving in California marine waters

Requires submission of graywater and sewage information to both the administrator and State Water Resources Control Board

Requires submission of other required documents within 14 days after the vessel's arrival in California marine waters

Exempts vessels with insufficient graywater and sewage holding capacity to store these materials while in state marine waters, and vessels previously denied or revoked contingency plans

Sunsets on January 1, 2014, unless extended by later-enacted legislation; declared urgency statute effective immediately to facilitate the America's Cup event in San Francisco Bay
