Shifts the timing of a Meals for Needy Pupils programs adjustment from the 2010-11 fiscal year to the 2014-15 fiscal year, recalculating it based on 2009-10 average daily attendance and funding rather than 2007-08 figures.

Reenacts authorization allowing school districts to adjust their revenue limits for Meals for Needy Pupils programs funding, effective until July 1, 2014.

Removes the previous adjustment computation related to funding incentives for beginning teachers' salaries that was based on 2007-08 fiscal year data.
