Transfers authority for international trade and investment activities from the Secretary of Business, Transportation and Housing to the Governor's Office of Business and Economic Development, effective immediately.

Authorizes the Governor's Office of Business and Economic Development to establish and operate international trade and investment offices outside the United States, with ability to contract with nonprofit entities to manage these offices.

Requires the Governor's Office of Business and Economic Development to develop and submit an international trade and investment strategy to the Legislature by February 1, 2014, and an annual budget and business plan; withholds state funding if strategy is not submitted by May 1, 2014.

Establishes the Economic Development and Trade Promotion Account to accept private donations (limited to 25 percent of an office's annual budget per donor) for international trade and investment offices and events, with required public disclosure of all donations within 30 days.

Transfers responsibility for establishing and maintaining the CALGOLD (California Government-On Line to Desktops) electronic permit assistance center from the Secretary for Environmental Protection to the Governor's Office of Business and Economic Development.
