Creates a new crime for unauthorized removal or disabling of electronic monitoring devices (GPS or other) affixed for criminal sentences, juvenile dispositions, parole, or probation.

Establishes misdemeanor penalties of up to one year in county jail and/or up to $1,000 fine for violations involving misdemeanor convictions or juvenile misdemeanor adjudications.

Establishes felony penalties of 16 months, 2 years, or 3 years in state prison for violations involving felony convictions, juvenile felony adjudications, or parole terms for felonies.

Exempts authorized removals by medical personnel during emergency medical treatment and removals authorized or required by courts, law enforcement, probation, parole authorities, or monitoring entities.

Becomes operative only if Senate Bill 968 of the 2011-12 Regular Session is enacted and takes effect on or before January 1, 2013.
