Tolls statute of limitations for civil actions arising from the same occurrence for which a claim is filed with the Foster Family Home and Small Family Home Insurance Fund, from the filing date until the claimant is notified of approval or rejection.

Changes the Foster Family Home and Small Family Home Insurance Fund requirement from legislative intent to maintain adequate funding to a mandatory requirement that the fund be maintained at an adequate level to meet anticipated liabilities.

Prohibits admitted insurers from refusing or canceling homeowner's and tenant's insurance policies solely because the applicant or policyholder is engaged in foster home activities in a certified family home.

Specifies that insurance coverage for foster children shall be the same as for natural children, with exclusions for motor vehicle, aircraft, and watercraft operation or use unless specifically provided in the policy.

Declares certain losses against public policy for insurance coverage, including governmental agency damages from foster care occurrences, alienation of affection, sexual misconduct, and dishonest or criminal acts.
