Expresses legislative intent that the State Air Resources Board define "low-use vehicle" for tax-exempt churches and religious organizations as vehicles operating fewer than 5,000 miles in California per compliance year.

Requires stationary engines powering equipment on low-use vehicles to operate less than 100 hours per compliance year, with an exception for engines used solely to load and unload cargo.

Defines "affected vehicles" subject to these provisions as diesel-fueled or dual-fuel vehicles with gross vehicle weight rating over 14,000 pounds, including yard trucks and school buses designed or registered for public highway use.

Applies these emission reduction standards to persons, businesses, federal agencies, school districts, and vehicle sellers operating or leasing affected vehicles in California.
