Removes the prohibition on issuing notices of dismissal or suspension between May 15th and September 15th, allowing school districts to initiate discipline proceedings year-round.

Changes the Commission on Professional Competence structure to consist of one member selected by the employee, one selected by the governing board, and one administrative law judge who serves as chairperson and voting member.

Makes the Commission's decision final rather than advisory, eliminating the governing board's ability to override the commission's determination on dismissal or suspension.

Removes the 4-year limitation on evidence, allowing testimony and evidence relating to matters occurring more than 4 years prior to the notice of dismissal or suspension.

Eliminates several procedural requirements including advance notice periods for unprofessional conduct and unsatisfactory performance charges, and removes provisions requiring transfers to non-classroom duties during law enforcement investigations.
