Establishes regulatory requirements for bail fugitive recovery persons, defined as individuals authorized by bail agents or bail depositors to investigate, surveil, locate, and arrest bail fugitives.

Requires bail fugitive recovery persons to be at least 18 years old, complete 20 hours of classroom education, complete a 40-hour power of arrest course certified by the Commission on Peace Officer Standards and Training, and prohibits those convicted of felonies unless licensed by the Department of Insurance.

Mandates that individuals apprehending bail fugitives notify local law enforcement no more than 6 hours before attempting apprehension, except in exigent circumstances requiring immediate notification afterward.

Prohibits bail fugitive recovery persons from misrepresenting themselves as law enforcement, wearing government uniforms or badges, or using fictitious government names; allows wearing marked apparel identifying them as bail enforcement agents.

Makes violations of these provisions a misdemeanor punishable by fines up to $5,000 and/or county jail imprisonment up to one year.
