Adds four rank-and-file members to local Community Corrections Partnerships (appointed by labor organizations): a deputy sheriff, a probation officer or deputy probation officer, a social worker, and a substance abuse counselor.

Requires local Community Corrections Partnerships to meet at least once each year and mandates a vote by the rank-and-file probation officer on the local public safety realignment plan.

Expands the Board of State and Community Corrections from 13 to 16 members by adding one additional public member and three rank-and-file representatives (a probation officer or deputy probation officer, a deputy sheriff of sergeant rank or lower, and a social worker), all appointed by the Governor and subject to Senate confirmation.

Specifies that community corrections funds must support evidence-based practices including risk assessments, intermediate sanctions, intensive supervision, and rehabilitation programs, with at least 5 percent devoted to program evaluation.
