AB 2042 Summary

• Eliminates the Board of Pilot Commissioners for Monterey Bay and the Bays of San Francisco, San Pablo, and Suisun effective January 1, 2022, transferring all functions and duties to the Secretary of Business, Transportation and Housing.

• Renames the Board of Pilot Commissioners' Special Fund as the Bar Pilot Special Fund and establishes a 7.5 percent secretary operations surcharge on pilotage fees to compensate the secretary and agency for administrative costs.

• Authorizes the secretary to license and regulate pilots, establish training and continuing education standards, investigate safety violations, maintain pilot records, and conduct hearings for license suspension or revocation.

• Preserves existing pilot pension plan provisions providing retirement benefits to pilots and surviving spouses, funded through tonnage-based charges on vessel movements.

• Maintains existing pilotage rates and exclusive pilot authority for vessels using Monterey Bay and the Bays of San Francisco, San Pablo, and Suisun, with the secretary's authority to recommend rate adjustments to the Legislature.
