Amends California Code of Civil Procedure Section 904.1 to add orders granting or denying class action certification as appealable orders to the court of appeal.

Allows appeals of class certification orders only at the discretion of the court of appeal, with petitions to appeal required to be filed within 14 days of the order's entry.

Requires the court of appeal to consider five specific factors when deciding whether to permit an appeal: whether denial would effectively end the litigation, whether certification would pressure defendant to settle, whether appeal would develop class action law, whether the order is clearly erroneous, and whether special circumstances justify an interlocutory appeal.
