Authorizes the San Francisco Bay Area Rapid Transit District to make contributions for postretirement health benefits for board members, unrepresented employees, and collectively bargained employee units.

Requires employees to have at least 10 years of credited service to be eligible for employer contributions, with exceptions for disability retirements.

Mandates full employer contributions for employees with 15 or more years of credited service, with exceptions for disability retirements with less than 15 years of service.

Applies only to district employees first hired on or after July 1, 2013, or a later date specified in a collective bargaining agreement.

Requires any agreement to be incorporated into a memorandum of understanding and applies prospectively, with no retroactive effects on employees who retired before the agreement is signed.
