• Requires the State Department of Public Health to allow public water systems serving 20 or fewer residential connections to continue using point-of-use treatment beyond the standard 3-year maximum permit period

• Permits applicants for small water systems (20 or fewer connections) to use available census tract data to demonstrate median household income when the department requires proof of economic feasibility

• Maintains existing requirement that the department conduct public hearings and confirm no substantial community opposition before issuing or amending permits for point-of-use treatment

• Applies to amendments of Health and Safety Code Section 116552 regarding point-of-use treatment permits for public water systems
