Prohibits persons, companies, or organizations from paying money or valuable consideration on a per-affidavit basis to individuals who assist others in voter registration.

Makes it a misdemeanor to offer, pay, or receive per-affidavit compensation for assisting in voter registration, punishable by a fine up to $1,000 and/or up to six months in county jail, or up to one year if willful.

Increases penalties to up to $10,000 and one year in jail for third or subsequent convictions related to paying for voter registration assistance.

Requires elections officials to notify organizations paying voter registration assistants when three or more affidavits submitted by those assistants reflect violations of registration requirements.

Exempts public agencies designated as voter registration agencies under the National Voter Registration Act when providing assistance during normal business operations.
