Authorizes all agencies to permit electronic filing of statements of economic interests in accordance with Fair Political Practices Commission regulations.

Requires agencies submitting electronic filing systems to pay a $1,000 fee to the Commission for approval and certification, except Los Angeles, Orange, Santa Clara, and Ventura counties and the City of Long Beach (pilot program participants).

Establishes system requirements including electronic transmission under penalty of perjury, electronic confirmation of receipt, layered security with unique filer identification, and public access to filed statements.

Allows cities and counties that developed systems under the prior pilot program to continue using those systems during the Commission's regulation development period, then requires submission for approval and certification.

Took effect immediately upon Governor approval on September 24, 2012 as an urgency statute.
