Prohibits ex parte communications between state/regional water board members and interested persons regarding matters before the board, with limited exceptions

Allows ex parte communications between board staff and board members or interested persons acting in official capacity

Permits ex parte communications about waste discharge requirements, water quality certifications, conditional waivers, and municipal storm sewer permits if the board member fully discloses the communication to the board within seven days or at the next hearing

Requires the Office of Administrative Law to develop standard disclosure forms for reporting ex parte communications that include date, time, location, participants, and complete content description

Requires the board to place ex parte communication reports in the public record and notify parties, who may request an opportunity to comment on the communication within 10 days of notice
