Effective January 1, 2014, distinctive license plates for California Legislature members (current or retired) and U.S. Congress members are subject to the same additional fees as personalized license plates under Section 5106.

Adds a transfer fee (as specified in Section 5108) when a Member or former Member applies to transfer distinctive plates to another vehicle.

Requires the Department of Motor Vehicles to deposit all fees received from issuance, renewal, and transfer of these distinctive plates into the California Environmental License Plate Fund after deducting administrative costs.

Repeals the previous fee structure ($12 for initial issuance, $10 for transfer) as of January 1, 2014.
