Extends scholarship benefits to dependents of Sheriff's Special Officers of Orange County who are killed or permanently disabled in the performance of duty, matching benefits available to other peace officers and firefighters.

Scholarship amount equals Cal Grant awards and is funded through annual Budget Act appropriations to the Student Aid Commission.

Dependents remain eligible for other grants, fee waivers, and Cal Grants; death benefit proceeds do not reduce financial need determination for scholarship eligibility.

Requires employers to continue providing health benefits to surviving spouses of deceased Sheriff's Special Officers of Orange County unless the spouse elects a lump-sum survivor benefit instead.

Minor dependents continue receiving health coverage under the surviving spouse's plan until age 21, or until the spouse's death if no surviving spouse exists.
