Requires courts to charge a $30 fee for civil proceedings lasting less than one hour in addition to existing fees for proceedings lasting more than one hour.

Authorizes courts to retain official court reporter fees collected under Sections 68086 and 68086.1 to pay for court reporter services in civil proceedings.

Requires $30 of specified filing fees (from Sections 70611, 70612, 70613, 70614, and 70650) to be retained by collecting courts for official court reporter services in civil proceedings.

Allows courts without official court reporting services to revert retained fees to the Trial Court Trust Fund for redistribution to courts that do provide such services on a pro rata basis.

Authorizes courts to retain per diem fees paid when daily transcripts require multiple reporters to offset the cost of additional reporters.
