Requires school districts to correct audit-identified deficiencies related to emergency apportionment conditions within 2 years of the final audit report date.

Authorizes the Education Audit Appeals Panel to waive or reduce reimbursement or penalty amounts if the Controller determines the school district took appropriate corrective action.

Mandates school districts that fail to correct deficiencies within 2 years to repay any reimbursement or penalty and forfeit their right to appeal the audit finding.

Exempts audit findings resulting from mathematical errors, clerical errors, or failure to retain basic records from these provisions.

Exempts the first two audits and audits conducted after the governing board assumes full control of the school district from these provisions.
