Requires cited minors to report to county probation department within 7 days for risk and needs assessment.

Mandates minors serve no more than 50 hours of community service and permits probation department to require participation in intervention programs such as counseling and substance abuse treatment.

Requires probation department to present case facts to prosecuting attorney if minor fails to report, complete community service, comply with interventions, or commits subsequent offense.

Allows minors to refuse civil citation at any time and have case processed through traditional juvenile justice procedures.
