Requires every state agency to adopt a policy by January 1, 2014 to consult with federally recognized California Indian tribes before developing regulations, policies, rules, plans, or actions that significantly or uniquely affect tribal communities.

Consultation must be conducted on a government-to-government basis and emphasize meaningful communication and collaboration with affected tribes.

Authorizes state agencies to cooperate with federally recognized California Indian tribes on economic development matters, including providing information on assistance programs, technical assistance with grants, and other steps to help tribes achieve economic self-sufficiency.

Specifies that state agency cooperation and consultation with tribes shall not include activities that promote gambling.

Includes a limitation clarifying the consultation requirement does not create enforceable rights or benefits against the state or its agencies.
