Establishes the Foster Youth Higher Education Preparation and Support Act of 2012 requiring California State University and requesting California Community Colleges and University of California to create foster youth campus support programs

Requires support programs to provide comprehensive services including financial aid counseling, academic outreach, admission planning, tutoring referrals, career counseling, year-round housing, and priority registration for eligible foster youth

Mandates California State University and requests other segments to designate a foster youth campus support program coordinator using new or existing resources

Requires the State Department of Social Services to annually notify foster youth ages 13 and older and their caregivers about available postsecondary educational support services
