Increases the mandatory fee for domestic violence probation from $400 to $500, to be paid by defendants to state and local domestic violence programs.

Requires courts to state on the record the reason if they reduce or waive the $500 fee after finding the defendant lacks ability to pay.

Allocates collected fees with two-thirds retained by counties for domestic violence programs and one-third transferred to state funds for restraining order reimbursement and training/education programs.

Maintains all existing probation requirements including minimum 36-month probation period, protective orders, batterer's program completion, and community service.
