Authorizes the California Department of Transportation to place directional signs on state highways for culturally unique and historically significant communities based on a county resolution, without requiring a city resolution if the city provides a letter indicating it is not opposed to the signs.

Creates a temporary provision effective until January 1, 2014, allowing county-level action to proceed without full city compliance under specified conditions.

Requires the city (if any) to provide a letter from the director of transportation or city official in charge of transportation matters indicating non-opposition to sign placement.

Permits the Department of Transportation to continue displaying signs installed during 2013 under this provision after the section expires on January 1, 2014, without requirement to remove them.
