Investor-owned utilities providing gas or electric service must annually report to the Public Utilities Commission on all civil complaints where public safety issues with substantial likelihood to jeopardize lives or health of Californians are the primary claim.

The Public Utilities Commission must report to the Legislature by June 1, 2013, and each year thereafter, summarizing all such safety complaints filed in the preceding reporting period, excluding confidential settlement terms and conditions.

Section 315.5 of the Public Utilities Code is added and automatically repealed on January 1, 2017.

No state reimbursement is required to local agencies or school districts for costs resulting from this act, as it only creates a new crime or changes crime-related penalties under the Public Utilities Act.
