Prohibits the California Department of Motor Vehicles from issuing driver's licenses to persons ages 18-19 unless they meet requirements similar to the provisional licensing program, including holding an instruction permit for at least 6 months and completing driver education and training.

Requires applicants ages 18-19 to complete one of three options: an approved driver education and training course in a California secondary school, an integrated program with 30 hours classroom and 6 hours behind-the-wheel instruction, or 6+ hours of behind-the-wheel instruction plus an accredited driver education course.

Requires applicants ages 18-19 to successfully complete a driving test administered by the department.

Allows the Department of Motor Vehicles to issue a distinctive driver's license with a distinctive color or stripe to persons ages 18-19.

Specifies that no state reimbursement is required because the act creates new crimes or infractions under the meaning of Government Code Section 17556.
