Requires licensed promoters to provide the State Athletic Commission with written agreements with athletes, a sworn statement (under penalty of perjury) that no other agreements exist for that contest, and a list of all fees and purse reductions before receiving compensation from boxing or mixed martial arts contests.

Mandates the State Athletic Commission to establish and enforce a professional code of ethical conduct for mixed martial arts promoters and fighters, in consultation with the Association of Boxing Commissioners.

Prohibits mixed martial arts promoters from entering into coercive contracts with California-licensed fighters, including contracts exceeding five years, those with automatic extensions, exclusive negotiation requirements, matching rights, or unrestricted identity usage rights.

Allows the State Athletic Commission to suspend, revoke, or refuse to renew licenses of mixed martial arts promoters or fighters convicted of felonies or crimes involving moral turpitude, sexual assault, hate speech, or who violate the code of ethical conduct.

Exempts promoter agreements and documents submitted to the commission from public disclosure to protect proprietary business and trade secret information.
