Applies supplemental job displacement benefits to injuries occurring between January 1, 2004 and January 1, 2012, providing vouchers ranging from $4,000 to $10,000 based on disability percentage for employees who do not return to work within 60 days of temporary disability termination.

For injuries occurring on or after January 1, 2012, establishes a new $6,000 supplemental job displacement benefit voucher that employees can use for education, professional certification, vocational counseling, tools, computer equipment (up to $1,000), or miscellaneous expenses (up to $500).

Exempts employers from providing vouchers if they offer reemployment or continued employment in regular, modified, or alternative work lasting at least 12 months within 60 days of the employee's permanent and stationary status determination.

Sets voucher expiration at two years after issuance or five years after injury date, whichever is later, and requires administrative director to adopt implementing regulations and notice requirements.

Requires any settlement or release of supplemental job displacement benefits to be approved by a workers' compensation administrative law judge.
