Adds "utility-terrain vehicle" to the list of implements of husbandry exempt from vehicle registration, defined as a four-tire motor vehicle designed for off-highway operation with a steering wheel and one seat for a driver and passenger.

Adds "shade trailer" to the list of items that exempt trailers or semitrailers owned by farmers may haul, defined as a device designed to provide shade pursuant to California Code of Regulations Title 8, Section 3395.

Expands existing registration exemptions for farmer-owned trailers and semitrailers used exclusively to haul agricultural implements, portable sanitary facilities, and tools for agricultural production or harvesting.
