Requires local health care districts that employ or contract with a hospital administrator or chief executive officer to enter into a written employment agreement with that person.

Limits initial employment contracts to four years, with allowance for periodic renewals of up to four years each.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies shall be made under Government Code Part 7 (commencing with Section 17500).
