Requires the State Department of Education to contract for a multiyear independent study of how common core academic content standards are being implemented in California public schools.

Study must examine implementation progress by state-level entities and a representative sample of schools and districts, with focus on equitable access and opportunities for all pupils including English learners, pupils with disabilities, and underperforming students.

Study scope includes analysis of instructional materials adoption, teacher preparation and professional development, classroom instruction of standards, and school access to technology for assessments.

Independent evaluator must report findings to the Governor and Legislature by February 1, 2014, and then biennially by February 1 of each even-numbered year.

Study shall be funded using available federal carryover funds from Title I of the No Child Left Behind Act, and other available state and federal funds as needed.
