Requires the State Water Resources Control Board to prepare a comprehensive statewide stormwater plan in consultation with affected stakeholders and submit it to the Legislature by January 1, 2015.

Plan must include recommendations for implementing federal Phase II stormwater management requirements, reviewing best management practices, and identifying cost-effective compliance activities.

Plan must review regulatory actions to reduce stormwater contamination sources, pollution prevention measures, and actions to increase stormwater capture for beneficial reuse.

Requirement to prepare the plan is conditional on the United States Environmental Protection Agency agreeing to provide grant funding to cover the costs of plan preparation.

Plan requirement becomes inoperative on January 1, 2019, pursuant to California Government Code Section 10231.5.
