Expands the definition of "household goods carrier" to include brokers who arrange intrastate transportation of used household goods for compensation, requiring brokers to obtain permits from the California Public Utilities Commission.

Prohibits household goods carriers from arranging transportation of household goods as brokers without a permit and increases penalties for violations to a fine of not more than $2,500 (or $10,000 for willful violations), with a minimum fine of $1,000 for operating without a permit.

Requires the PUC to establish rules by July 1, 2013 allowing electronic documents in transactions between carriers and customers if both parties agree, and mandates carriers display a prominent website link directing consumers to the PUC's consumer protection information.

Allows telephone utilities to provide subscriber information to the PUC without written consent when investigating unlicensed household goods carriers, and permits the PUC to request disconnection of phone service used by unpermitted carriers after other enforcement remedies have failed.

Creates civil penalty of up to $2,500 per day for household goods carriers that falsify permit status, association membership, or location information.
