Extends the repeal date of Section 89030.1 of the Education Code from January 1, 2013 to January 1, 2018, allowing California State University Trustees to continue adopting regulations outside the Administrative Procedure Act framework.

Maintains the existing regulatory procedure requiring the trustees' office of general counsel to review proposed regulations for necessity, authority, clarity, consistency, reference, and nonduplication before recommendation to trustees.

Requires at least 45 days' notice of proposed regulations to the public before hearing, with opportunity for oral and written comments, and maintains a rulemaking file with public notice, comments, hearing minutes, and explanations of how objections were addressed.

Mandates trustees transmit finally adopted regulations to the Secretary of State for filing and publication in the California Code of Regulations, with effectiveness upon filing.

Requires annual reporting by January 15 to the Governor and legislative committees on all regulatory actions taken during the previous calendar year, including statements of reasons and any concerns raised.
