Authorizes county sheriffs to offer voluntary work release programs where one day of participation equals one day of confinement credit.

Expands eligible program activities to include educational programs, vocational programs, substance abuse programs, life skills programs, and parenting programs in addition to manual labor.

Eliminates previous restrictions that limited non-labor program credit to half of total hours and required remaining hours to consist of manual labor.

Establishes that eight work-related hours equal one day of custody credit for all eligible program participation.

Requires reasonable accommodations for program participation and permits counties to charge administrative fees not exceeding pro rata costs.
