Requires California State University Trustees and encourages University of California Regents to review and revise tenure policies by the end of the 2017-18 academic year or at their next policy review, whichever comes first

Mandates recognition and reward of faculty service contributions (both campus and community-based) in tenure decisions, including activities like serving on community boards, civic engagement, diversity outreach, and consulting with governmental or nonprofit agencies

Requires development and distribution of transparent tenure criteria that include service as a critical evaluation factor across both segments, if such criteria have not previously been adopted

Requires trustees and encourages regents to consult with academic senates, student organizations, and community organizations while ensuring consistency with applicable collective bargaining agreements

Expresses legislative intent that outstanding faculty be evaluated and rewarded for contributions in teaching, research, and service to both campus and external communities
