Authorizes qualifying veterans and Armed Forces members to use 4 academic years of priority registration within 15 years of leaving state or federal active duty (previously limited to 4 years total)

Requires California State University and community college districts to grant priority registration to honorably discharged, generally discharged, or other-than-honorably discharged service members and State Military Reserve members who are California residents

Extends priority registration to all degree and certificate programs offered by institutions after military or veteran status is verified

Excludes those with dishonorable or bad conduct discharges from eligibility

Provides that if the Commission on State Mandates determines costs are imposed on local agencies, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code
