Requires counties that elect to provide assisted outpatient treatment services to develop best practices for responding to mental health crises, including crisis intervention teams, mobile crisis teams, or psychiatric emergency response teams with emphasis on peer support.

Mandates counties to provide services related to responding to mental health crises in accordance with the developed best practices.

Exempts counties that were already providing services pursuant to Laura's Law as of January 1, 2012 from the new best practices and crisis response service requirements.

Specifies that assisted outpatient treatment programs must include community-based mobile mental health teams with staff-to-client ratios of no more than 10 clients per team member, along with comprehensive service planning and delivery processes.

Requires counties operating assisted outpatient treatment programs to provide data to the State Department of Mental Health for annual legislative reports evaluating program effectiveness in reducing homelessness, hospitalization, and law enforcement involvement.
