California Building Standards Commission, Department of Housing and Community Development, and State Fire Marshal must develop a guidebook to assist local agencies in implementing building standards and permitting processes for solar distributed generation technology on residential and commercial property.

The three state agencies must post the guidebook on their respective Internet websites.

Cities, counties, and charter cities that adopt policies from the guidebook may receive preference or priority for grant funds from the California Energy Commission or State Air Resources Board for energy or climate project planning or implementation.

Streamlined solar installation processes are intended to reduce costs, increase solar deployment, eliminate jurisdictional variability, and create jobs while maintaining safety standards.
