Defines "Los Angeles World Airports" as the City of Los Angeles department that owns and operates Los Angeles International Airport, Ontario International Airport, Palmdale Regional Airport, and Van Nuys Airport.

Makes a legislative finding that a special law is necessary for the City of Los Angeles relating to law enforcement at Los Angeles International Airport because general law cannot be made applicable due to unique circumstances.
