Authorizes the Fair Political Practices Commission to assume primary responsibility for administration, implementation, and enforcement of San Bernardino County's local campaign finance reform ordinance upon mutual agreement with the Board of Supervisors.

Grants the Commission authority to investigate violations and bring administrative actions against persons who violate the county's campaign finance ordinance.

Requires the Board of Supervisors to consult with the Commission before adopting or amending any local campaign finance reform ordinance that the Commission will enforce.

Allows the Board of Supervisors or the Commission to terminate any enforcement agreement at any time by ordinance or resolution, with no cancellation fees or liquidated damages provisions permitted.

Requires the Commission to report to the Legislature by January 1, 2017, on the agreement's status, cost savings, performance metrics, public comments, and legislative recommendations; the section repeals on January 1, 2018.
