Prohibits settlement agreements in elder and dependent adult abuse cases from including "gag order" provisions that restrict contact or cooperation with government agencies, law enforcement, ombudsmen, or regulatory bodies.

Voids any settlement provision that prevents parties from filing complaints with or reporting violations to county adult protective services, local law enforcement, long-term care ombudsman, California Department of Aging, Department of Justice, licensing agencies, or other governmental entities.

Prohibits settlement terms requiring parties to withdraw complaints or reports previously filed with the agencies and entities listed above.

Applies only to settlement agreements entered on or after January 1, 2013.

Declares any prohibited gag order provisions void as against public policy.
