School districts and charter schools must include itemized lists of credit or debit card expenses in their annual financial statements if they issue such cards to officers or employees, identified by classification or title of the cardholder.

Local agency officials serving community college districts, county offices of education, or school districts as of January 1, 2013, must complete ethics training by January 1, 2014, and at least every 2 years thereafter.

District superintendent employment termination settlements are capped at the superintendent's monthly salary multiplied by 0 to 12 months, or 12 months maximum if the unexpired contract term exceeds 12 months.

An exception allows settlements of monthly salary multiplied by 0 to 6 months if an independent audit confirms the superintendent engaged in fraud, misappropriation of funds, or other illegal fiscal practices, with the amount determined by an administrative law judge after a hearing.

If the Commission on State Mandates determines this act imposes state-mandated costs, reimbursement shall be made pursuant to existing state reimbursement procedures.
