Permits county elections officials to contract with consumer credit reporting agencies to obtain change-of-address data instead of mailing residency confirmation postcards.

Requires county officials to send forwardable notices to voters when consumer credit reporting agency data indicates a change of address, allowing voters 15 days to verify or correct address information.

Authorizes corrections or cancellations of voter registration only when voters respond in writing to forwardable notices or verify new addresses; prohibits automatic registration cancellation for non-response.

Restricts disclosure of voter names and addresses to consumer credit reporting agencies by prohibiting sharing of confidential voter information protected under Elections Code Sections 2166, 2166.5, 2166.7, and Government Code Chapter 3.1.

Removes the provision allowing automatic cancellation of voter registration after two federal general elections when voters fail to respond to alternate residency confirmation postcards.
