Revises the definition of eligible fuel cell customer-generators to require customers be physically located within the electrical corporation's service territory and receive bundled, distribution, or transmission service.

Increases the statewide cumulative capacity limitation for fuel cell net energy metering from 112.5 megawatts to 500 megawatts, with each utility's obligation calculated as its proportionate share based on peak demand ratio.

Authorizes the Public Utilities Commission to incrementally raise the 500-megawatt limitation to continue market growth for onsite fuel cell electric generation.

Requires electrical corporations to charge customers a fee based on actual costs for providing interconnection inspection services.

Establishes January 1, 2015 as the deadline for fuel cell facilities to commence operation to be eligible for the tariff, unless a later statute extends this date before January 1, 2015.
