Authorizes the Bay Area Water Supply and Conservation Agency (BAWSCA) to prepay unpaid principal balances on existing capital assets as of June 30, 2009, on behalf of BAWSCA members under the July 2009 Water Supply Agreement.

Permits BAWSCA to acquire from San Francisco the right to receive payments from BAWSCA members under the water supply agreement, and authorizes San Francisco to sell this right to the agency.

Requires San Francisco to continue collecting payments from BAWSCA members and transfer them monthly or periodically to the agency if requested, with collected amounts used for debt service on agency bonds and related obligations.

Allows BAWSCA to impose rates, fees, and charges on members necessary to pay debt service on bonds issued under the new authority and satisfy related obligations.

Permits BAWSCA to distribute any excess amounts not needed for bond purposes to BAWSCA members, and authorizes San Francisco to collect agency-imposed charges as surcharges under the water supply agreement.
