Requires the Director of Forestry and Fire Protection to coordinate with an interdisciplinary review team to ensure all requested members are present for preharvest inspections of timber harvesting plans.

Mandates that review team members who request participation make a good faith effort to attend scheduled preharvest inspections.

Authorizes the director to schedule an additional onsite visit to complete the initial inspection if team members have compelling reasons for not attending, provided the director documents those reasons in writing to the plan submitter.

Declares the act an urgency statute taking immediate effect in the 2012-13 fiscal year to facilitate orderly administration of timber harvest reviews.
