Establishes Article 7.7 creating a new "working forest management plan" program for timberland owners with less than 15,000 acres who are not primarily engaged in forest product manufacturing.

Requires working forest management plans to be prepared by registered professional foresters and filed with the Department of Forestry and Fire Protection, with the director having 45 days to review for compliance with state regulations.

Mandates working forest tree farmers to file a working forest harvest notice annually before harvesting timber, with operations commencing immediately upon certification by a registered professional forester that the notice conforms to the approved plan.

Requires the State Board of Forestry and Fire Protection to adopt regulations by December 31, 2015 establishing periodic review and monitoring of timber inventory data and field conditions for approved plans, conducted at least every 15 years.

Allows the department to cancel a previously approved working forest management plan and terminate operations if objectives for uneven-aged management and sustained yield are not being met or persistent violations are detected.
